ويشير محرر الكتاب إلى أن الملف الأمني في السلطة الوطنية الفلسطينية يُعدّ أحد أهم الملفات وأكثرها تعقيداً وحساسية، تتداخل فيه طموحات الفلسطينيين في أن تكون لهم أجهزتهم الأمنية الوطنية المعبّرة عن إرادتهم، مع رغبات المحتل الصهيوني في أن تكون هذه الأجهزة أدوات قمعية تطارد المقاومة، وتحول الاستعمار الصهيوني إلى استعمار “مريح”. وتدخل في ذلك تعقيدات والتزامات اتفاقات أوسلو وما تلاها، ومشاكل الفساد والاختراق في هذه الأجهزة، فضلاً عن الرغبة الشعبية في ضبط الفلتان الأمني، والسعي لإيجاد معادلة مناسبة تحفظ الأمن ولكن تحمي المقاومة.
