في القرن السابع أو الثامن قبل الميلاد عبرت قبائل من الكلت، البحر من القارة إلى الجزر البريطانية، وكانوا نوعين الغال والبريتون Bretons فاستقر الغال في أرلنده والمرتفعات الإسكنلندية، واحتل الريتون الشطر الأكبر من إنجلترا وويلز، أما السكان الاصليون وكانوا جنساً متأخراً قصير القامة قائم اللون فكان حظهم الإبادة، أو الإسترقاق، أو الإمتزاج بالفاتحين، وأطلق على هذه الجزر، اسم بريطانيا نسبة إلى قبائل البريتون الفاتحة.
وقد خضعت بريطانيا بعد ذلك للحكم الروماني من سنة 43 قبل الميلاد إلى 410 ميلادية، ولما غادر الرومان بريطانيا كانت المسيحية قد انتشرت في أرجائها.
نتناول دراسة تاريخ النظام الديمقراطي النيابي البرلماني السياسي الإنجليزي في فصلين كالآتي: الفصل الأول: تطور الملكية في بريطانيا، الفصل الثاني: تطور النظام السياسي البرلماني في بريطانيا.
