إختلال توازن السلطة السياسية مع المسؤولية السياسية في العصر الحديث، هو أمر يشعر به لأول وهلة، كل متخصص في الفقه الدستوري، ويشعر به بالذات كل من يقوم بدراسة يكون موضوعها، دور رئيس الدولة في النظام السياسي البرلماني، ومع ذلك يكتشف الباحث أن كتب الفقه الدستوري تتناول المبادئ العامة لهذا النوع من النظام السياسي، ملتفتة عن بيان كثيراً من التفاصيل التي تحدد هذا الدور في إطار هذه المبادئ.
وبعبارة أخرى تجرى الدراسات الدستورية الفقهية على تفسير نصوص الدساتير دون مراعاة الربط بين هذا التفسير وتلك المبادئ.
ومن هنا، تتبين أهمية هذه الدراسة، فهي تستهدف الكشف عن دور رئيس الدولة بالتحديد في النظام السياسي البرلماني.
وبعبارة أدق تستهدف الكشف عن السبب في إختلال التوازن بين سلطته ومسؤوليته، مع إقتراح الحل المناسب لإقامة هذا التوازن، وذلك في ضوء متغيرات العصر الحديث.
تتقسم هذه الدراسة إلى أربعة أبواب كالآتي: الباب الأول: نتناول فيه عموميات في النظام السياسي البرلماني، ومن ثم نعرض فيه لخصائص النظام السياسي البرلماني وتطوره التاريخي في النظام الإنجليزي، ولمحة تاريخية عنه في النظام السياسي المصري، وذلك في فصول ثلاثة، الباب الثاني: نتناول فيه بحث نظرية السلطات في النظام السياسي البرلماني، من خلال بيان العلاقة بين هذا النظام ووضع الوزارة فيه إختياراً وإختصاصاً، ومن خلال بيان علاقته بالسلطة التشريعية، شكلاً وتكويناً وإختصاصاً، ومن خلال بيان علاقته بطريقة إختيار رئيس الدولة، وذلك في ثلاثة فصول، الباب الثالث: نتناول فيه بحث الدور التشريعي لرئيس الدولة في النظام السياسي البرلماني، مع فصل خاص عن رأي الفكر السياسي الإسلامي من النظام السياسي البرلماني والدور التشريعي لرئيس الدولة، وذلك في فصول أربعة، الباب الرابع: نتناول فيه بحث موضوع حل البرلمان في النظام السياسي البرلماني، ونبدأ ذلك بوضع عموميات عن هذا الموضوع، من حيث تحديد السبب في الحل وضماناته وآثاره، ثم نعرض لمعرفة وضع حق الحل في إنجلترا وفرنسا ومصر.
