إن الطريقة المثلى لإختيار رئيس الدولة في الجمهوريات الديموقراطية لا يتوقف على نوع النظام السياسي المعمول به، وما إذا كان نظاماً سياسياً برلمانياً أو رئاسياً أو حكومة جمعية، وإنما يتوقف حسن الإختيار على ماذا كان النظام الجمهور الديمقراطي يجرى تطبيقه في إحدى الدول ذات النضج السياسي، أو دولة حديثة العهد بالديمقراطية الحقة، ومن ثم فإن هذه الدراسة تتناول بحث مدى صواب صحة هذا الرأي.
وستكون الدراسة في فصلين، نخصص أولهما لبحث الطريقة المثلى لإختيار رئيس الدولة في الجمهوريات حديثة العهد بالديمقراطية، ونخصص ثانيهما لبحث الطريقة المثلى لإختيار أعضاء البرلمان بحسبان ما ستنتهي إليه الدراسة بأن الطريقة المثلى لإختيار رئيس الدولة في الجمهوريات حديثة العهد بالديمقراطية، إنما يكون بطريق البرلمان.
