يقدم هذا الكتاب دراسة مقارنة في موضوع (الحصانة البرلمانية) في إنكلترا وفرنسا ثم في العراق بهدف معرفة الحدود التي توصلت إليها الحصانة البرلمانية في النظام السياسي في العراق وبيان الجانب النظري والتطبيقي مقارنة مع الأنظمة السياسية الأخرى التي سبقت العراق في هذا المجال والنتائج التي ترتبت على ذلك في إنكلترا أو فرنسا.
وبناءً على ما تقدم حاول مؤلف الكتاب تقديم صورة من صور عدة تحتاج كثيراً إلى تحديد أوضاعها، متعلقة بالحصانة البرلمانية وما تثيره مثل تلك الحصانة من إشكالات (فقهية ودستورية)، ولعل من أهمها "أن الحصانة البرلمانية قد انتقدت وبشكل قوي باعتبارها ضمانة لكنها خالفت أسمى مبادىء العدالة والحرية، فهي قد خالفت مبدأ المساواة بين المواطنين أمام القانون". لذلك كله، جاءت هذه الدراسة للتعرف على موضوع الحصانة البرلمانية وأنواعها وتطبيقاتها وضوابطها، وبيان استفادة أعضاء البرلمان منها.
وعليه، قُسمت الدراسة إلى أربعة فصول جاءت تحت العناوين الآتية: الفصل الأول: مفهوم الحصانة البرلمانية، الفصل الثاني: الطبيعة القانونية للحصانة البرلمانية، الفصل الثالث: آثار الحصانة البرلمانية وكيفية زوالها، والفصل الرابع: الحصانة البرلمانية في ظل الدساتير العراقية.
