إن الماء هو هبة الله عزّ وجلّ والماء هو الحياة، ومن يفاوض على الماء فإنه يهدد حق الإنسان بالإستمرار ويفرض بوجوده فلنحافظ على الماء مصدر غذائنا وتقدما وستصبح قطرة مائنا أغلى بكثير من نفطنا وستصبح مقدرات الوطن رهينة السياسيات الدولية وقد تنبأ الكثيرون إلى أن الحرب المقبلة في الشرق الأوسط ستكون حرباً في ميدان وستتولى النزاعات الإقليمية حول تناقض الموارد المائية وإنتشار الجفاف والتصحر وزيادة حدة التوتر السياسي وربما تؤدي إلى إشعال فتيل حرب في واحداً من الأحواض النهرية: أ-حوض نهري دجله والفرات، ب-حوض نهر الأردن، ج-حوض نهر النيل.
وإن النزاعات العربية والصراعات السياسية المتناحرة بين العرب لا تفيد إلا أعداء العرب وقد ظهرت أثارها المدمرة جلية من خلال التفكك والتشتت على الساحة العربية حيث لا توجد سياسة مائية عربية ولا يخفى على المراقب للأحداث الدولية تداخل النزاعات السياسية والإقليمية مع المصالح المائية الحيوية للدولة المشتركة بهذه المياه وهذا ما يفسر الإجحاف الذي لحق بالحكومتين العراقية والسورية من جراء المشاريع المائية التركية.
فالنزاعات السياسية في المنطقة قد دعمت الجانب التركي حول المنبع لنهري دجلة الفرات ضد دولتي المصب سوريا والعراق وقد استغلت هذه النزاعات وقامت بإستغلال مياه نهري دجلة والفرات بدون إستشارة الدولتين العراقية والسورية تاركة مصالح هاتين الدولتين المائية.
وهكذا فإن مشكلة إقتسام مياه دجلة والفرات هي أزمة مائية تنازعها وتحكم بها الإختلافات السياسية لذلك فإن الأمن المائي لا يقل أهمية عن الأمن القومي والعسكري وفي هذا الوقت فإن سوريا والعراق يتعرضان لضغوط من الجانب التركي والإيراني.
وإن أولويات هذه الدراسة المتواضعة هي الكشف عن الفرضية المائية من للنزاعات الدولية وضرورة المحافظة على الموارد المائية المتوفرة حالياً في القطر أو ضرورية إستخدامها بشكل أفضل دون هدر أو تبعثر مع ضرورة إستخدامها لإستخدام الطرق الحديثة والسعي للبحث عن مصادر جديدة في المنطقة لتنمية الموارد المائية غير التقليدية بحيث الحفاظ على المياه التي تعتبر شريان الحياة مع الإنتباه الشديد للمحافظة على الموارد المائية.
