بدأ الإهتمام بدراسة القانون الدستوري والنظم السياسية بعد وجود الدول الحديثة وتعود دراسة القانون الدستوري إلى النصف الأول من القرن التاسع عشر وكان الإيطاليون اول من أدخل دراسته إلى معاهدهم، وقد انتقل فيما بعد إلى فرنسا حيث تبنى الفرنسيون تسميته بالقانون الدستوري.
أما دراسة المؤسسات السياسية فهي حديثة العهد نظراً لتناولها مختلف القوى السياسية والإجتماعية في الدول لهذا نرى أن التطور المستمر والتغيير في المؤسسات السياسية التي ترتكز عليها الدولة فليس من صفاتها الثبات والديمومة إذ تتغير كلما دعت حاجة تطور المجتمع البشري والوقائع الآنية.
تختلف الأنظمة السياسية التي تتبناها كل دولة حسب الظروف التي تمر فيها وكذلك الإتجاهات السياسية المكونة لها فمنها ما يأخذ بالنظام الرئاسي ومنها ما يأخذ بالنظام المجلسي (نظام الجمعية) ومنها ما يأخذ بالنظام البرلماني، لهذا سوف يتم التركيز على النظام البرلماني، كونه محور البحث - وتطبيقاته في المملكة الأردنية الهاشمية.
وتأتي أهمية البحث من خلال الحاجة إلى البحث والدراسة في النظام البرلماني في العالم وتطبيقاته في المملكة الأردنية الهاشمية وإستكمالاً للدراسات السابقة في هذا المجال، ومما دفعني للبحث في هذا الموضوع ما يلي: "مدى نجاح النظام البرلماني في المملكة المتحدة"، "تعثر الدول التي أخذت بالنظام البرلماني ما عدا المملكة المتحدة والتي تعتبر مهداً له"، "لم يأخذ نظام الحكم الإسلامي (الشورى) حقه بالكامل في التطبيق حيث يعتبر مصدر خصب للنظام البرلماني"، هذه الدراسة تُلقي الضوء على النظام البرلماني وتطبيقاته في المملكة الأردنية الهاشمية".
