ينتاول الجزء الثاني العالم العربية في أتون الحرب العالمية الثانية وصراعات القوى والمصالح في المنطقة ويتكون الجزء الثاني من ثلاث فصول يتضمن الفصل الاول العرب والحرب في أشكالية الزعامة والسياسة "1941- 1944" ويناقش الفصل الثاني الدبلوماسية البريطانية وأشكالية التعاون الاقليمي بينما يتناول الفصل الثالث مشروعات التسوية الفلسطينية في إطار اتحاد عربي. وقد قام الباحث بإعداد هذه الدراسة الموثقة باللغة العربية حتى تكون في متناول القاعدة العريضة من قراء العربية التى يمهما هذا الموضوع بالدرجة الاولى.
