يقدّم هذا الكتاب مراحل التطور التاريخي لقيام دولة الإمارات المتحدة، ويبرز الجوانب الاقتصادية والاجتماعية في الفترة التي سبقت قيام الاتحاد "هذا الاتحاد الذي لم يكن ليتحقق لولا العزيمة والإرادة الصلبة لدى حكام الإمارات، هذا الكيان الوحدوي الذي أصبح اليوم مفخرة لجميع الدول، وليعطي نموذجاً حيّا وفريداً للعالم بأن إرادة الشعوب تستطيع صنع المعجزات..".
تتقسم دراسة الكاتب والباحث في شؤون الخليج والجزيرة العربية، والذي له أكثر من 40 مؤلفاً عن الخليج والتاريخ العربي والإسلامي، على أربعة فصول، ويبحث الفصل الأول بالواقع السياسي والاجتماعي لدولة الإمارات العربية المتحدة خلال الفترة ما بين عامي 1766-1971، ويدخل في تفاصيل التاريخ القديم لوضع الإمارات العربية، ويبرز أهمية الخليج العربي، وصراع النفوذ الغربي للسيطرة عليه، ويفصّل المعاهدات التي تمت بين بريطانيا والإمارات، ومختلف حقبات الأوضاع الاقتصادية والسياسية التي مرت عليها.
يركّز الفصل الثاني وبالتفصيل، على مجمل المحاولات الوحدوية الأولى في الخليج العربي وإمارات الساحل المتصالح من عام 1909 إلى 1971 ويعدد المشاكل الدستورية والقانونية التي اعترضت الإتحاد التساعي، وموقف قطر والبحرين منه، كما يبحث في فحوى الاحتلال الإيراني لجزر طنب الكبرى والصغرى، وأبو موسى، ويلقي نظرة تاريخية على هذه الجزر ويبرز أهميتها.
في الفصل الثالث، يبحث الكاتب بالخطوات التي أدت إلى قيام دولة الإمارات العربية المتحدة، من النظام القبلي إلى النظام الدستوري. ويجد القارئ في الفصل الأخير، كل وثائق قيام اتحاد دولة الإمارات، كما كل أبواب الدستور الموقت للإمارات العربية المتحدة. يتضمن الكتاب ايضاً ملحقاً بالصور المواكبة للأحداث التاريخية الهامة.
