يقدم هذا الكتاب دراسة أكاديمية عن الاحتجاجات الشعبية في السودان من حيث بداياتها، وأحداثها، وتطوراتها، ودوافعها، والشعارات التي رفعها المحتجون، والوسائل التي عبروا من خلالها عن احتجاجاتهم، والفئات التي شاركت فيها، ودور الأحزاب السياسية، وأسباب عدم تحقيق هذه الاحتجاجات لأهدافها ومطالبها، ووسائل وأدوات النظام في التعامل معها وأسباب استيعابه لها، ثم ما هي احتمالات تجددها وما يجب على الحكومة اتخاذه لتجنب هذا الاحتمال الوارد، كما تبحث الدراسة في العلاقة بين هذه الاحتجاجات من جهة وانفصال الجنوب ومدى تحقيق النظام لبرامجه ووعوده التي أعلن عنها عند استيلائه على السلطة في يونيو 1989م وأيديولوجية النظام وسياساته من جهة أخرى، وتقدم في الخاتمة اقتراحات حول كيف يمكن تجنب تجدد هذه الاحتجاجات وتجنب مزيد من التدهور الاقتصادي والسياسي والاجتماعي.
