في هذا الكتاب يشرح الدكتور أمين عاطف صليبا (أحكام الدستور اللبناني مع بعض النصوص القانونية المتممة له، وهي ذات فائدة كمرجع للباحث الدستوري ولطالب الحقوق ولكل مهتم لما فيها من تحليل موضوعي، وآراء، ونزاهة فكرية تجلب بين السطور.
توزَع الكتاب على فصل تمهيدي يتحدث عن (تطور النظام السياسي اللبناني وإقرار الدستور) ويضم أربعة محاور هي: أولاً: تاريخ التكوين السياسي اللبناني، ثانياً: عوامل تكوين الدستور اللبناني ومساره، ثالثاً: تعديلات الدستور اللبناني (من 1927- حتى 2004)، رابعاً: المراحل التي علق فيها الدستور. يلي ذلك:
الفصل الأول ويضم (تعديلات ما قبل الطائف) ومواده، ثم الفصل الثاني ويضم: (المواد التي أضيفت أو تم تعديلها بموجب القانون الدستوري الصادر بتاريخ 21-9-1990م. وينتهي الكتاب بسبعة ملاحق من بينها قانون الانتخابات النيابية، ووثيقة الوفاق الوطني اللبناني.
