يحتوي هذا الكتاب على أربعة عناوين هي: النظام النسبي وإمكانيات تطبيقه في لبنان،ا لإشكالية القانونية للأحزاب في لبنان، اللامركزية الإدارية، وفصل النيابة عن الوزارة. يفتح العنوان الأول باباً موصداً لنقاش أهمل فتحه أو انتهى الحديث عنه غالباً إلى استنتاجات خالية من الدقة، فالنظام الانتخابي النسبي مشروط بإلغاء الطائفية السياسية أكبر قضايا النزاع الوطني، وإلغاء الطائفية السياسية مشروط بتوافق وطني عريض دون توفيره عقبات كثيرة... والإشكالية القانونية لهذه الأحزاب هي العنوان الثاني في هذا الكتاب وفي إطارها بحث عن أسس تطوير البناء القانوني للحياة الحزبية وتفنيد لبعض ما هو مطروح من معايير يقترح لها أن تحكم هذا التطوير. اللامركزية الإدارية، العنوان الثالث، هي المدخل الطبيعي للبحث في تفكيك أزمة النظام الإداري، وتصحيح أولياته، وصولاً إلى وجه آخر من وجوه التوازن الوطني، قاعدته توزيع الموارد على نحو أكثر عدالة، وتطبيق الإنماء المتوازن، وتقريب المسافة بين الإدارة والوظائف التي وجدت من أجلها، وبكلمة أخرى، إيجاد تمثيل إداري موازٍ للتمثيل السياسي وفصول عنه. العنوان الرابع في هذا الكتاب، هو الفصل بين النيابة والوزارة، هدف الفصل رفع مستوى الأداء السياسي، وتأمين التوازن والتعاون ما بين السلطات، واعتماد مبدأ تقسيم العمل على أساس من التصنيف التخصصي الدقيق.
