تتضمن أغلب القوانين العملية في موادها نصوصاً عن المدد والمهل القانونية وقد يحتاج رجل القانون أحياناً، وبالأحرى في أكثر الأحيان، من أجل إيجاد حل لمسألة قانونية أن يكون لديه معرفة وتحديداً لمدة أو لمهلة معينة نصّ عليها القانون، فيضطر في هذه الحالة دون تردد الإسراع إلى المكتبة القانونية يفتش عن القانون الذي هو هدفه ليبحث وليجدد فيه النص الذي يحدد المدة أو المهلة المطلوبة.
إلا أن هذا قد يستغرق معه أحياناً وقتاً طويلاً للوصول إلى النتيجة والسبب في ذلك هو كثرة القوانين وأنواعها وتشعبها وعدم تواجدها أحياناً في مكتبته القانونية.
من هذا المنطلق يأتي هذا الكتاب "المدد والمهل القانونية في التشريعات اللبنانية" وهو موجه لرجال القانون من قضاة وأساتذة في علم القانون ومحامين وباحثين، وجاء الكتاب ضمن جزءين. يتضمن الأول منهما المدد والمهل القانونية في نصوص قانونية لسبعة عشر قانوناً لبنانياً عملياً وهي: 1-قانون الموجبات والعقود، 2-قانون أصول المحاكمات المدنية، 3-قانون أصول المحاكمات الجزائية، 4-قانون العقوبات، 5-قانون التجارة البرية، 6-قانون التجارة البحرية، 7-الدستور اللبناني، 8-قانون تنظيم مهنة المحاماة، 9-المرسوم الاشتراعي رقم 144 بتاريخ 12/6/959، 10-المرسوم الاشتراعي رقم 5451 تعديل قانون ضريبة الدخل، 11-قانون ضريبة الأملاك المبنية المعدل بالقانون رقم 366 تاريخ 1/8/994، 12-المرسوم الاشتراعي رقم 156 تاريخ 16/9/983، فرض عقوبات على مخالفة القوانين المالية 13 قانون العمل، 14-قانون الضمان الاجتماعي المنفذ بالمرسوم رقم 13955، 15-قانون طوارئ العمل-المرسوم 136 تاريخ 16/9/1983، 16-قانون عقود العمل الجماعية والوساطة والتحكيم-المرسوم رقم 17386 تاريخ 2/9/1964، 17-المرسوم رقم 3572 تاريخ 21/10/1980 (النظر بنزاعات العمل الفردية والنزاعات الناشئة عن تطبيق قانون الضمان الاجتماعي). أما القسم الثاني فقد احتوى على جدول عام لكافة المواد التي تنصّ على (المدة أو المهلة) في هذه القوانين حيث بلغت 846 مادة قانونية.
