يسلط هذا التقرير الضوء على تأسيس السلطة الفلسطينية في الضفة الغربية وقطاع غزة، وهيكلية ونظام ومهام المجلس التشريعي الفلسطيني حسب القانون الأساسي الفلسطيني، كما يعرض لإشكالية العلاقة والدور بين المجلس ومؤسسات منظمة التحرير الفلسطينية ذات العلاقة. ومن ثم يتناول التقرير واقع تجربة المجلس التشريعي الأولى 1996-2006، كما يعرض لتجربة المجلس التشريعي الثاني التي بدأت في سنة 2006، حين حازت حركة حماس على أغلبية مقاعد المجلس. ومن ثم يتناول الدور الإسرائيلي في تعطيل دور المجلس التشريعي واعتقالها لعشرات النواب المحسوبين على حماس، وعلى رأسهم رئيس المجلس التشريعي المنتخب. ثم ينتقل للحديث عن أثر المراسيم الرئاسية وواقع الانقسام الفلسطيني، في إثر سيطرة حماس على قطاع غزة في منتصف سنة 2007، على دور وفعالية المجلس.ثم يتناول ملف الانتخابات في ضوء حوارات المصالحة الفلسطينية.
