يعد الإمام "أبي عمر عبد العزيز الصغير دخان المسيلي" واحد من كبار أعلام الجزائر الذين كان لهم شأن في خدمة الحديث الشريف من خلال شرحه لموطأ الإمام مالك؛ في بيان الأحكام الفقهية، وعرض أقوال العلماء المتقدمين منهم والمتأخرين.
ولما كان "الموطأ" يختص بفقه الحديث وعلومه حرص الإمام "المسيلي"... على إثبات نص حديث الموطأ كما أورده البوني، مع الإستفادة من الكتب التي إقتبست من كلام البوني، وخاصة كتاب المسالك لإبن العربي، كتاب الإمام ابن عبد البر (التمهيد والإستذكار)، مما يتعلق بأسانيد الإمام مالك، ثم عزو الآيات التي ذكرها البوني إلى موضعها من المصحف، مع الإعتماد على رواية حفص بن عاصم؛ لأنها المشهورة اليوم أكثر من غيرها عند عامة المسلمين، ومن ثم تخريج الأحاديث المذكورة في الموطأ تخريجاً علمياً وذلك بعزوها إلى مصادرها الأصلية، مقدماً صحيح البخاري على غيره، مع نقل كلام المحققين في الحكم على الأحاديث التي يوردها البوني في شرحه. والإهتمام أكثر بالأقوال التي ينسبها البوني إلى علماء المذهب المالكي، وبيان مدى موافقته أو مخالفته لها، مع مناقشة الآراء التي ينسبها البوني إلى بعض فقهاء المذاهب الفقهية الأخرى.
جاء الكتاب في جزئين ويبدأ بمقدمة في بيان مكانه الموطأ عند أهل المغرب واهتمامهم به يلي ذلك ترجمة للمؤلف البوني ومن ثم عمل المحقق في كتاب الموطأ يبدأ من الحديث رقم (36) من الموطأ، أي حديث أبي هريرة، مرفوعاً: (إذا توضأ أحدكم...) إلى آخر الحديث. مع الحرص على بيان الأحكام الفقهية كما جاءت عند النوبي من صلاة وزكاة وحج وجهاء وجنائز وطلاق...إلخ.
