كان للإسـلام اهتمام كبير في ترسيخ دعائم كيان الأسرة، فأحكم روابطها بنظام دقيق، يكفل استقرارها وسعادتها، ويضمن استمرار الإنجاب وتناسل الأبناء.
إن للإنجاب أثراً كبيراً في حياة الأمم والأفراد، فلا يمكن لأية أمة أن تنهض وتتقدم ما لم تعتمد على مواردها البشرية، لذا كان للإنجـاب محل اهتمـام كثير من القـادة والمفكرين وعلى اختلاف مذاهبهم واتجاهاتهم. ونتيجة لما أفرزه العصر الحديـث من أوضاع سيئـة واختلال في التوزيـع، برزت الظاهـرة السكانية في بعض البلـدان قائمة ظاهرة للعيـان، فارتفعت بعض الأصوات تنادي: أن أوقفوا النسل لتتداركوا حصول المجاعة والكارثة، في حين رأى البعض أن المشكلة ليست أعداداً سكانية وإنما تعود إلى عدة عوامل أخرى.
فأصبحت مسألة الإنجاب، وأثرها في حياة الأمم والأفراد، محل نزاع وتباين وأفكار وتضارب آراء، ذهب الناس فيها مذاهـب شتى؛ ما بين داع إلى التحديـد والتنظيم، وبين مشجع على الزيادة في الإنجاب، وما بين محلل لذلك ومحرم، حتى أضحت المسألة حديث الناس، وشاغلة أذهان المفكرين منهم.
لذلك جاء هذا البحث في هذا الموضوع الذي تزداد الحاجة إلى توضيحه وبيان موقف الشريعة وتشريعات الدول منه، حيث تناول فيه المؤلف جميع ما تتعلق به من أحكام التحديد والتنظيم والزيادة، وما يترتب عليها من آثار: سلباً وإيجاباً.
