تسعى هذه الدراسة لتوسيع الفهم حول تأثير النزاع على السيادة في فلسطين، في ظلّ اتفاقيات أوسلو، على المخزون المائي وعلى سياسة "إسرائيل" المائية في الضفة الغربية، والتعرف على إمكانية التصدي لهذه السياسة من خلال هذه الاتفاقيات.
استخدم الباحث المنهج التاريخي لتتبع تطور سياسة "إسرائيل" المائية في منطقة الدراسة، إضافة إلى المنهج الوصفي والتحليلي لوصف وتحليل آثار اتفاقيات أوسلو على سياسة "إسرائيل" المائية، وذلك من خلال بحث في الكتب المنشورة باللغتين العربية والانجليزية، وإجراء مقابلات مع مسؤولين وخبراء ومستشارين في موضوع المياه.
هذا الكتاب هو في أصله رسالة ماجستير، ويضم خمسة فصول تناولت الخصائص الجغرافية للضفة الغربية ومصادر المياه فيها، والمياه الفلسطينية في القوانين والمعاهدات الدولية، والهيمنة الإسرائيلية عليها بعد سنة 1967.
واختتم الكتاب بجملة من النتائج والتوصيات التي تركزت حول مبدأ امتلاك الشعب الفلسطيني الحق الدائم في السيادة على أرضه، وأن الاحتلال الإسرائيلي هو السبب الرئيسي في حرمانه منها، بالإضافة إلى بعض الوثائق.
