من المعلوم أن إسرائيل، ورغم ثبوت الحقوق الفلسطينية غير القابلة للتصرف، إلا أنها تفكر باستمرار هذه الحقوق، وقد كانت في البداية تنكر حتى وجود شيء اسمه الشعب الفلسطينى. أما بعد عقدها اتفاقات أوسلو مع "م.ت.ف" فقد اعترفت بـ"م.ت.ف" كممثل الشعب الفلسطينى، واعترفت بوجود الشعب الفلسطيني و"حقوقه السياسية والمشروعة" إلا أنها رغم ذلك، تحاول أن تقزم هذه الحقوق وأن تخضعها لتكييفها الخاص الذي لا يستند إلى أي منطق قانوني سليم.
ورغم وضوح ذلك إلا أن حقيقة وجدوا إسرائيل في مركز قوة بالإضافة للانحياز الدولي الكبير لصالحها، وفي المقابل حقيقة تفكك الصف العربي وضعف موقف "م.ت.ف" يعطي الأولى فرصة كبيرة لفرض وجهة نظرها في اتفاقات السلام، مما يعني اشتمال هذه الاتفاقات على انتهاكات فادحة للحقوق الثابتة للشعب الفلسطيني.
وهذا ما يدعو إلى دراسة اتفاقات أوسلو التي عقدت بين "م.ت.ف" الممثل الشرعي الوحيد للشعب الفلسطيني كما هو معترف بها دولياً، وبين إسرائيل وبصفتها السلطة القائمة باحتلال لأرض الشعب الفلسطيني. وذلك لمعرفة ما يمكن أن تكون قد خصصته هذه الاتفاقات في سبيل إحقاق حقوق الشعب الفلسطيني الثابتة وغير القابلة للتصرف، أو مدى تفريطها بهذه الحقوق. وقد تم إصدار هذه الدراسة ضمن هذا الكتيب الذي يأتى في سلسلة دراسات التي تصدر عن مركز دراسات وأبحاث اللاجئين.
