يصدر هذا الكتاب مع اقتراب موعد انعقاد القمة العالمية في باريس نهاية هذا العام (2015) لمناقشة أكبر قضية عرفتها البشرية في التاريخ الحديث كتغير المناخ العالمي، ومحاولة التوصل إلى اتفاقية عالمية وشاملة جديدة للتخفيف من الانبعاثات التي تسببت بها ومحاولة التكيف معها.
في الكتاب محاولة لمراجعة الاتفاقيات ذات الصلة ومواقف الدول منها، بالإضافة إلى مراجعة التقارير الدولية (التي صدر منها حتى الآن خمسة تقارير، تؤكد جميعها أن أسباب ظاهرة تغير المناخ إنسانية)، وعلى الخصوص مراجعة المفاوضات السنوية التي كانت تجري بين الدول الأطراف، ورصد المواقف المعلنة والسياسات الواقعية غير المعلنة لهذه الدول لمعرفة مدى استعدادها لاتخاذ إجراءات حاسمة لخفض انبعاثاتها أو للتكيف مع هذه الظاهرة المدمرة. مع محاولة استشراف وتوقع للنتائج ووضع بعض المعايير المستقبلية لرصد مدى النجاح في القمة الباريسية المنتظرة في وضع اتفاقية عادلة وقاسية وملزمة… ومعايير نجاح تطبيقها. كل ذلك على ضوء التجارب السابقة، وعلى ضوء المناقشات التي كانت تجري مع كل جولة مفاوضات شاركنا في تغطيتها وفي رصد الاستعدادات لها ونتائجها خلال السنوات الماضية، منذ قمة الريو العام 1992 التي وضعت فيها أول اتفاقية إطارية لمواجهة هذه الظاهرة العالمية الخطرة وحتى يومنا هذا.
