لقد شهدت دول مجلس التعاون الخليجي- بدرجات متفاوتة وأشكال مختلفة- تطورات هامة على صعيد الإصلاح السياسي منذ مطلع تسعينيات القرن العشرين، وتحديداً في أعقاب الغزو العراقي للكويت. وقد تسارعت وتيرة الإصلاحات بعض الشيء في أعقاب هجمات الحادي عشر من سبتمبر، وعلى الأخص في ظل بروز قضية الإصلاح السياسي والديمقراطي ضمن أهداف السياسة الأمريكية في المنطقة. وتمثل التجارب الإصلاحية في دول المجلس في معظمها نماذج لما يعرف في أدبيات التحول الديمقراطي بـ "الإصلاح السياسي من أعلى"، حيث يكون للنخب الحاكمة الدور الرئيسي في هندسة عملية الإصلاح وصياغة أهدافها ووضع حدودها بما يعزز من قدرتها على الاستمرار.
ويتوقف الأمر في التحليل الأخير على طبيعة القوى السياسية والاجتماعية المنخرطة في العملية الإصلاحية ومدى قدرتها على ممارسة التأثير من أجل استمرار هذه العملية بما يقود إلى الانتقال من عملية الانفتاح أو التحرير السياسي إلى عملية الدمقرطة، كما يتوقف كذلك على مدى تجاوب النخب الحاكمة مع المطالب المطروحة بشأن الديمقراطية، وهذه مسألة في غاية الأهمية لأن نمط استجابة هذه النخبة قد يكون عنصراً جوهرياً في إحداث تحول ديمقراطي سلمي، أو يفتح الباب لصراعات سياسية داخلية تكون نتيجتها تعثر العملية الإصلاحية برمتها أو حتى ربما التراجع عنها.
