ولقد شهدت دول مجلس التعاون الخليجي – بدرجات متفاوتة وأشكال مختلفة – تطورات هامة على صعيد الإصلاح السياسي منذ مطلع تسعينيات القرن العشرين ولكن من ناحية أخرى فإن الإصلاح السياسى قد يؤدى إلى تعزيز دور القوى السياسية والاجتماعية صاحبة المصلحة في التحول الديمقراطي، ويخلق حقائق على الأرض يكون من الصعب على النظم الحاكمة التراجع عنها دون ثمن سياسي، مما يمكن أن يفسح المجال لعملية تحول ديمقراطي حقيقي، وبخاصة في حال حدوث تفاوض بين الحكم وقوى المعارضة على برنامج أو مشروع وطني للتحول الديمقراطي.
