باتت أغلب النظم الدستورية ذات النظام البرلماني تنهج إلى منح مجالسها النيابية عدداً من الوظائف والوسائل التي تقضي إلى إخضاع الأعمال الحكومية للرقابة البرلمانية، وذلك نزولاً من هذه النظم عند إحترامها للإرادة الشعبية وإقراراً منها لمقتضيات المبدأ الديمقراطي.
وتحظى وسائل الرقابة البرلمانية على إختلاف أنواعها بأهمية خاصة، تأتي من خلال تسارع حركة الحياة السياسية والإجتماعية والإقتصادية على نحو أدى إلى تزايد دور السلطة التنفيذية في الحياة السياسية لمختلف البلدان النيابية، إضافة إلى دورها في إشباع الحاجات العامة وفرض إحترام القانون والنظام، الأمر الذي يتطلب وجود رقابة برلمانية فعالة ذات أثر في إجبار الحكومة على الإلتزام بالدستور والقوانين ذات العلاقة ومنعها من تجاوز مهامها أو إساءة إستعمال سلطاتها.
تظهر أهمية دراسة التحقيق البرلماني في كونه يعد إحدى الوسائل التي تمكن البرلمان من مراقبة أعمال السلطة التنفيذية، وهو بذلك يتميز من غيره من الوسائل من خلال كونه الوحيد الذي يجد تطبيقه في كل من النظامين البرلماني والرئاسي من الأنظمة النيابية، كما تتجلى تلك الأهمية من خلال جعل البرلمان يقف بنفسه على حقيقة المعلومة وتوظيفها في الموضوع محل التحقيق، كما وتأتي أهمية التحقيق من خلال المدى الواسع من السلطات الممنوحة للجان التحقيق من حق الإستماع إلى الشهود والإطلاع على الوثائق والمستندات والأوراق ذات العلاقة والإستعانة بالخبراء، مما يسهل عمل اللجنة ويضمن صحة المعلومة المتحصلة من هذه الوسائل.
