إلي حد كبير قامت الأمم المتحدة منذ قيامها بدور مهم في الحد من النزاعات المسلحة الدولية. إلا أنها لم تستطع عمل نفس الشئ في مواجهة النزاعات المسلحة غير ذات الطابع الدولي علي الرغم من الآثار المترتبة عليها، والتي لا تقل في خطورتها عن الآثار المترتبة علي النزاعات المسلحة الدولية إن لم تزد عليها في بعض الأحيان خاصة بعد انتهاء الحرب الباردة.
وقد يكون عجز المنظمة في هذا الصدد راجع إلي عدم تنول ميثاق الأمم المتحدة النزاعات المسلحة غير ذات الطابع الدولي من خلال نصوص مباشرة تحدد ماهيتها، والخطوات الواجب اتخاذها للحد منها حتي يتم القضاء علي عملية الخلط بينهما وبين غيرها من صور النزاعات الأخرى.
وفي ضوء هذه المشكلة محل الدراسة والبحث، فإننا نتصدى لدراستها من خلال وضع الفروض الآتية وتحليلها كي نضع أيدينا علي الأسباب الحقيقة وراء المشكلة وكيفية حلها في ظل المتغيرات الدولية المستجدة، وتتمثل هذه الفروض في الآتي: (يرجع قصور أداء الأمم المتحدة في مواجهة هذه النزاعات لعد وجود نص صريح في ميثاقها يحدد كيفية التعامل مع هذه النزاعات، قد يرجع تفاقم هذه المشكلة لعدم اتفاق الدول الأعضاء في الأمم المتحدة علي اتخاذ قرارات تحدد ماهية تلك النزاعات، قد يرجع عجز الأمم المتحدة للتصدي لهذه النزاعات نتيجة لتمسك الدول محل النزاعات بمبدأي السيادة والاختصاص الداخلي، قد يرجع عجز الأمم المتحدة للتصدي لهذه النزاعات لهيمنة الدول الكبرى علي مقدرات الأمم المتحدة وتغليبها لمصالحها الذاتية علي مصلحة المجتمع الدولي).
