بادئ ذى بدء، لابد أن ننوه إلى أنها الحقيقة عندما نقول بأن الاهتمام بالإرهاب الدولى كمشكلة دولية تحتاج إلى دراسة وبحث بسبب تلك الموجه الكبيرة من الإرهاب الدولى خاصة بعد أحداث 11 سبتمبر سنة 2001 بالولايات المتحدة الأمريكية، وفى ضوء ما سبق، رأى الباحث أهمية المشاركة فى هذا المجال الفكرى والقانونى لتحديد ماهية الإرهاب وكيفية مواجهته، والآليات الدولية المناسبة التى يمكن من خلالها العمل على الحد منه إن لم يكن فى الإمكان القضاء عليه نهائيا فى ضوء أحكام القانون الدولى، وقد رأينا أهمية تناول هذا الموضوع بالبحث لأهميته بالنسبة للدول جميعا والعمل على تفعيل أحكام القانون الدولى التى تعرضت للعديد من الانتهاكات من قبل القوى الكبرى وإعطاء الدور المناسب للمنظمات الإقليمية الدولية حتى يمكنها التصدى للإرهاب الدولى.
والهدف من البحث: وضع الحدود الفاصلة بين الإرهاب الدولى والمقاومة المسلحة ضد الاستعمار، والاستبداد، وإعطاء الدور المناسب للمنظمات الإقليمية لمواجهة الإرهاب من خلال إعمال نظرية توزيع الاختصاصات الدولية بين المنظمات الدولية العالمية، والإقليمية. فى ضوء أحكام القانون الدولى، وقواعده المستقرة.
المنهج المستخدم: المنهج الفرضى الذى يقوم على أساس عدم وجود حقائق عامة وثابتة، وأن الحقائق متغيرة بتغير عوامل البيئة، والزمان، والمكان. وباستخدام هذا المنهج يمكن تحديد العوامل الداخلية، والدولية التى تساعد على تزايد العمليات الإرهابية، وتحديد الآلية التى يمكن من خلالها الحد من هذه العمليات التى تهدد المجتمع الدولى بصفة عامة. وضرورة العمل على تفعيل دور القانون الدولى فى هذا الصدد من خلال استخدام المنهج العلمى الموضوعى.
