تهدف الرسالة إلى تناول موضوع الجزاءات الدولية المفروضة على الدول الخاضعة لأحكام الفصل السابع من ميثاق الأمم المتحدة على ضوء أحكامها المنصوص عليها في الميثاق، وبما يتوافق مع روح أهدافها محاولين التركيز على حالة تطبيق الجزاءات الدولية على العراق وما شاب قرارات مجلس الأمن من غموض أثار العديد من الإنتقادات والتساؤلات حول طبيعة هذه القرارات، ومدى شرعيتها والهدف من دراستنا تأطير الجزاءات الدولية في الفصل السابع من ميثاق الأمم المتحدة في إطارها القانوني المجرد، لتحديد ما يعد من الجزاءات الدولية ويدخل في نطاقها، وما يخرج منها، إما لإنعدام السند القانوني، أو بسبب عدم توافر أركان وشروط أو ضوابط إقرارها أو تطبيقها أو تنفيذها، وإما لخروج المسألة من دائرة الإختصاص بها، وكل ذلك بقصد تقديم دراسة قانونية كاملة للجزاءات الدولية على وفق الفصل السابع من ميثاق الأمم المتحدة.
وقد اقتضت طبيعة الدراسة أن يتم تقسيم الموضوع إلى فصل تمهيدي وثلاثة فصول كالتالي:-
الفصل الأول: الأساس القانوني لسلطات مجلس الأمن من فرض الجزاءات الدولية، الفصل الثاني: انواع الجزاءات الدولية في الفصل السابع والتي تم فرضها على العراق، الفصل الثالث: تطبيق وتنفيذ الجزاءات الدولية في الفصل السابع على العراق ومدر شرعية تطبيقها وفاعليتها ومعوقاتها، وأخيراً خاتمة تضمنت النتائج والتوصيات.
