يعتبر الإرهاب من أهم سمات العالم المعاصر الذي نعيش فيه، حيث يحتل المرتبة الأولى من بين ما يجري تناوله يومياً على ساحات السياسة الدولية والإعلامية بكافة وسائلها وتوجهاتها أو من خلال ما يتم تناوله على مستوى المؤتمرات الدولية أو الإقليمية أو المحلية.
وفي هذا الإطار يعد الإرهاب من الظواهر العالمية المعقدة والمتشابكة التي تنشأ وتترعرع في ظل مجموعة متعددة ومتنوعة من الأسباب والدوافع السياسية والإقتصادية والإجتماعية والنفسية والأمنية حيث تساهم هذه العوامل والظروف بشكل أو بآخر في إفراز ظاهرة الإرهاب وتمددها وإنتشارها التي تحقق أهدافها بممارسة العنف والقتل، وأصبح يعرف بأنه عنف صادر من أفراد أو جماعات خارج القانون.
فالإرهاب ظاهرة شرسة مقيتة أوجدتها أجندات إقليمية وأجنبية وعربية مشبوهة ومن أولويات أهدافها إشاعة الفوضى وإنعدام الأمن في المجتمعات لأهداف سياسية أو إقتصادية وغير ذلك.
وبنفس الوقت نشر ثقافة الرعب والخوف سواء بإستخدام السلاح أو ترويج أفكار يؤمن بها عن طريق الإعلام بوسائل متعددة مملوءة بالتضليل أو فتاوى لا تتفق مع مبادئ الشرع والقانون والأعراف السليمة التي لا تنسجم مع العقل الإنساني الناضج فكرياً وثقافياً وأخلاقياً.
