يشكل الإرهاب ظاهرة خطيرة تهدد الدول والأفراد، فقد تطور الإرهاب تنظيماً وتسليحاً واسلوباً وأهدافاً الأمر الذي استرعى الإهتمام الدولي نحو المزيد من التدقيق في آليات مكافحة الإرهاب ومدى فعاليتها، ولذلك، اتجه المجتمع الدولي إلى توقيع المزيد من الإتفاقات والبروتوكولات في هذا المجال.
لأجل ذلك يجمع المؤلف في بحثه هذا جميع الإتفاقات والقرارات الدولية والإقليمية المتعلقة بمكافحة الإرهاب وخصوصاً بعد احداث 11 سبتمبر 2001 واتخاذ قرار مجلس الأمن 1371 (2001) قراراً يدعو فيه جميع الدول أن تصح أطرافاً في هذه الصكوك الدولية والتي تبلغ ستة عشرة صكاً متعلقاً بمكافحة الإرهاب. محتويات الدراسة: مقدمة تتضمن: الصكوك الدولية لمكافحة الإرهاب، يلي ذلك أربعة أبواب هي: الباب الأول: الإتفاقيات الدولية لمكافحة الإرهاب وتبلغ اتفاقية تبدأ منذ العام 1963 –وحتى العام 2005. الباب الثاني: الإتفاقيات الإقليمية؛ وتبلغ (5) اتفاقيات. الباب الثالث: القرارات الدولية ويتضمن استراتيجية الأمم المتحدة العالمية لمكافحة الإرهاب وتقارير الأمين العام، اما الباب الرابع والأخير فيأتي في: النظام الأساسي للمحكمة الجنائية الدولية.
