ارتبطت الديموقراطية في العصر الحديث بمفهوم النظام العادل الصالح القويم الذي أصبحت كلمة ديموقراطية مرادفاً له، حيث اكتسبت هذه اللفظة مكانة أدبية رفيعة جعلت منها قضية سياسية عامة، ومن هنا فقد جاء الكتاب ليضع النقاط على الحروف فيما يخص الديموقراطية التي لم تكن وليدة العصر الحديث بل هي قديمة وترتد جذورها إلى "العصور القديمة والوسطى" فقام بتعريفها ابتداءً ثم أخذ بتشريحها وتقسيمها معتمداً في ذلك على تجارب عدد من الدول العريقة ديموقراطياً مثل سويسرا والولايات المتحدة الأمريكية وبريطانيا وصولاً إلى التجربة الديموقراطية الأردنية التي أفرد لها مساحة واسعة من كتابه. وتعتبر مشكلة ضعف الرقابة البرلمانية على أعمال السلطة التنفيذية في الأردن من أهم المواضيع التي تناولها المؤلف وقدم لها علاجاً حيث وزع المسؤولية عن ذلك الضعف على "مظاهر الأزمة" التي أجملها في عدم الاستقرار الوزاري وتعطيل الحياة النيابية وتعطيل الحياة الحزبية.
