عندما اجتمع الحلفاء في "سان ريو" عام 1920، وقرروا فرض الإنتداب البريطاني على العراق، رفض العراقيون إقرار هذا الإنتداب، أو الإعتراف بشرعيته، وأعلنوها ثورة عارمة ضد البريطانيين في الثلاثين من شهر حزيران من ذلك التاريخ، وهي الثورة التي كبدتهم وكبدت البريطانيين معهم خسائر جسيمة في الأنفس والأموال.
ورأى الإنكليز أن يوهموا العراقيين بالألفاظ، فاتفقوا مع الملك فيصل الذي ولَوه عرش العراق في عام 1921م، على أن يفرغوا "نظام الإنتداب" في قالب معاهدة تعقد بين العراق وبريطانية، بحيث تتضمن مواد الإنتداب، دون أن يذكر فيها" لفظ الإنتداب" فكانت معاهدة (10 تشرين الأول 1922م)، هي التي نظمت العلاقات الإنتدابية من الطرفين المتعاقدين.
وكانت هذه المعاهدة مدتها عشرون سنة، ولكنها عدلت إلى الأربع سنوات، بموجب البروتوكول الذي ألحق بها في 30 نيسان 1923م. ثم مدَدت هذه المدة إلى 25 سنة بموجب معاهدة 13 كانون الثاني 1927م. وشاءت الظروف أن تستبدل جميع المعاهدات، وما ألحق بها من تعديلات، وما تفرغ عنها من اتفاقات: مالية وعسكرية، وغيرها، أن يستبدل كل ذلك بمعاهدة 30 حزيران 1930، على شرط أن لا تنفذ إلا بعد دخول العراق عضواً في عصبة الأمم، حيث ينتهي الإنتداب بصورة رسمية.
ان كتاب "العراق في ظل المعاهدات" يتناول بالتفصيل والدقة جميع المعاهدات والإتفاقيات التي عقدها العراق مع بريطانية، منذ فرض الإنتداب عليه في 25 نيسان عام 1920، حتى دخوله عضواً في عصبة الأمم في 3 تشرين الأول عام 1932، ويثبت نصوص تلك المعاهدات وملحقاتها ويناقشها مناقشة علمية رصينة.
