هذا الكتاب ثمرة دراسة شاملة للعلاقات العراقية الإيرانية، وللخلافات القائمة بين البلدين منذ زهاء أربعة قرون، ودعوة لتفهم أبعادها وطبيعتها وتاريخها وملابساتها، والسعي لإزالة أسبابها بالطرق السلمية وبالحوار الهادئ البناء على أسس من الاحترام المتبادل والمصالح المشتركة. وهو حصيلة جهود امتدت سنوات عديدة، وتطلبت الرجوع إلى كثير من التقارير والمذكرات الرسمية المتبادلة بين الحكمتين العراقية والإيرانية، وقبلها بين الحكومتين العثمانية والإيرانية، والاستعانة بعدة مراجع عربية وأجنبية.
وقد تناولت هذه الدراسة تلك العلاقات منذ أن كان العراق ولاية عثمانية، ثم إدارة بريطانية ثم مملكة تحت الانتداب البريطاني، وأخيراً مملكة دستورية وجمهورية مستقلة. وللإحاطة بجميع جوانب الموضوع قسمت الدراسة إلى خمسة أبواب رئيسية عالجت الموضوعات التالية: الباب الأول: "الماضي الحي"، وفيه تناول المؤلف سنوات التطاحن والاحتلال والغزو، وحروب الاستقلال والتحرير، والانتقال من العهد الصفوي إلى العهد القاجاري في إيران، ثم أشار في الباب الثاني إلى سنوات الهدوء النسبي، بحثاً عن تحسين علاقات الجوار، وإبرام معاهدة أرضوم الثانية سنة 1848م، بوساطة بريطانية روسية. وإلى "سنوات التوتر والقلق" في العهدين الملكيين الإيراني العراقي بعد الحرب العالمية الأولى، ثم إلى فترة "انفراج" في العلاقات، نتيجة الاتصال والمفاوضات المباشرة، والتي أسفرت عن إبرام معاهدة الحدود وملاحقها سنة 1937م.
وأخيراً عرض المؤلف وبالتفصيل للخلافات الرئيسية بين الدولتين، ثم انهيار العلاقات بقيام ثورة الرابع عشر من تموز سنة 1958، وسقوط النظام الملكي، وقيام نظام جمهوري في العراق.
