لقد كان العراقيون القدماء أول من عقد معاهدة سياسية معروفة في التاريخ حتى الآن، وهي المعاهدة التي عقدت بين مدينتي أوما ولكش السومريتين بحدود منتصف الالف الثالث قبل الميلاد.
ولا بد من الإشارة هنا أيضاً إلى أن العراقيين كانوا أصحاب أول معاهدة مع دولة أجنبية، وهي المعاهدة التي عقدت بين الملك الأكدي نرام - سين (2255- 2291 ق. م) وبين ملك أوان الذي يظن أنه خيتا kheta.
والأهداف الرئيسية لهذا الكتاب الكشف عن واحدة من أهم الجوانب التي ميزت الحضارة العراقية القديمة وبيان مدى ما وصلت إليه في هذا المجال وطبيعة إسهامها في وضع الأسس الأولى والمبادئ التي قام عليها القانون الدولي في الوقت الحاضر، كما حرصت هذه الدراسة على توضيح أن العراقيين القدماء لم يكتفوا بتشريع القوانين التي نظمت العلاقات بين الأفراد فحسب بل ساهموا وبشكل فاعل في وضع الأسس والقوانين التي نظمت العلاقات بين الدول والمماليك أنذاك.
