تشتمل صفحات هذا العدد من "سلسلة دراسات عالمية" على ثلاثة أقسام: القسم الأول بعنوان "نهاية الاحتواء المزدوج: العراق وإيران والعقوبات الذاكية"، يمثل نصاً محرراً لوقائع الندوة التي عقدت في مكتبة الكونجرس بتاريخ 20حزيران/يونيو2001، برعاية قسم الشرق الأوسط وإفريقيا بمكتبة الكونجرس، ومجلس الأطلسي في الولايات المتحدة الأمريكية، ومجلس سياسات الشرق الأوسط، ومؤسسة ستأنلي. وقد شارك في الندوة نخبة من الباحثين والمتخصصين الأمريكيين في الموضوع محل البحث.
ويضم القسم الثاني بحثاً بعنوان "سياسة الهيمنة: الولايات المتحدة الأمريكية وإيران من إعداد الدكتور "جيمس بيل"، أستاذ علم السياسة والمدير الفخري لمركز ريفيز للدراسات الدولية في كلية وليم وماري. أما القسم الثالث فهو عبارة عن وثيقة بعنوان "فشل السياسة الأمريكية تجاه العراق والبدائل المقترحة" من إعداد فيليس بينيس وستيفن زيونس ومارثا هوني. وتعد هذه الوثيقة حصيلة اجتماعين عقد في واشنطن عام 2001 بمبادرة من مركز السياسة الخارجية تحت المجهر (FPIF)، لبحث أسباب فشل سياسة الولايات المتحدة الأمريكية تجاه العراق، وصياغة بيان يحدد عناصر سياسة جديدة وأكثر إنسانية وفاعلية.
