من المعلوم لدى العامة أن البحر من حيث التسمية يشكل وحدة لفظية واحدة والحقيقة أن للبحر تسميات وتقسيمات كثيرة منها المياة الداخلية والمياه الإقليمية والمنطقة المجاورة والمنطقة الإقتصادية الخاصة ومناطق الجرف القاري والجزر والأرخبيلات وأن للدولة على كل منها نوع من السلطة والسيطرة والصلاحية التي تمارس ضاقت أو اتسعت طبقاً لطبيعة التسمية.
ومن الملاحظ أن القواعد التي تحكم هذه التسميات قد مرت بتطورات كثيرة أرست مثل هذه القواعد أهمها الأعراف البحرية بين العاملين بالبحر بالإضافة لرجال القانون وكذلك ساهمت المؤتمرات الدولية بإرساء هذه القواعد وفي تكللت تلك الجهود بإتفاقية نيويورك عام 1982 والتي تواصلت إجتماعاتها لمدة عشر سنوات.
إن كافة تلك القواعد تدور حول مركز السفينة بالبحر خاصة وأن هناك إختصاصات تنعقد لدولة العلم وأخرى تنعقد للدولة التي وقعت في مياهها الجريمة.
وقد تضمن الكتاب بعض القواعد المتعلقة بحق المرور العابر والمطاردة الساخنة ووضع الدول الحبيسة والكثير من التفصيلات المتعلقة بوضع الجزر والأرخبيلات وطرق قياسها من منطقة الأساس على الشاطئ؛ وقد ضمنت الكتاب وجهة نظري حول دور دول العالم الثالث في إرساء تلك القواعد وبينت أن تلك القواعد قد تمت صياغتها بألفاظ تتفق والقانون من حيث الشكل أما المضمون فإن كافة تلك القواعد قد صيغت بقصد خدمة الدول القادرة دول السيطرة الدولية الدول القادرة على فرض إرادتها وبالطريقة التي تخدم مصالحها خاصة وأن كافة المخزون العالمي من النفط والغاز موجود تحت قاع البحر وليس أدل على ذلك من كمية الغاز التي أعلنت دولة الإحتلال الإسرائيلي عن إكتشافها في البحر الأبيض المتوسط مؤخراً.
