تحت عنوان "الإعتداءات المائية الإسرائيلية على المياه العربية" يقدم المحامي سلامة مسلم الدويك دراسة قانونية حول مشروعية الوجود والتصرفات الإسرائيلية على الأراضي الفلسطينية وسرقة الثروات الطبيعية للبلدان المجاورة بما فيها المياه العربية.
يبدأ المؤلف بلمحة تاريخية عن "تاريخ المؤامرة المائية" منذ أن شرع زعماء الحركة الصهيونية بإقامة الدولة العبرية، حتى حرب 1967، مروراً بعرض سياسة الكيان الإسرائيلي التي تقوم على اعتبار المياه العنصر الأساسي الذي تقوم على أساسه استراتيجيتها في الصراع العربي. فمنذ أكثر من ثلاثة قرون يوضح المؤلف كيف فكر اليهود في إقامة كيان غاصب أقاموا عليه الكثير من المحطات والمشاريع المائية والتي تشير إلى الإهتمام المسبق بوضع الماء للدولة المنوي إقامتها مثل مشروع تجفيف بحيرة الحولة ومشروع روتنبرغ للسيطرة على مياه نهر الأردن ونهر اليرموك عام 1972 ومشروع يونيديدس عام 1938م لدراسة واقع ومواطن المياه في فلسطين ومشورع لادورميلك عام 1944م ومشروع هيز 1946م وبعد العام 1948 أجريت دراسات ومشاريع السيطرة الثانية على نهر الأردن وحوضه وأهمها مشروع جونسون 1955 حيث قامت إسرائيل بداية بجر مياه النهر إلى صحراء النقب وبعدها جاء مشروع كونون الذي قدم بعد رفض الدول العربية لمشروع جونسون.
ولأن الحديث عن هذا الموضوع يتطلب الكثير من الجهد والبحث حاول المؤلف الإحاطة به من جميع الجوانب بما فيها الإعتداءات الواقعة على المياه في الأردن ولبنان وفلسطين وسورية وحوض نهر النيل و (الجرف القاري) وخاصة البحر المتوسط، كما تحدث المؤلف عن مخاطر تلك الإعتداءات، والأسس التي تقوم على اساسها إسرائيل بتنظيم عملية سرقة المياه الفلسطينية، وهي أسس تقوم على أوامر عسكرية بحتة لكنها تعتبر "مخالفة لقواعد القانون الدولي الموجودة في لوائح لاهاي سنة 1901 واتفاقية جنيف الرابعة لسنة 1949م". ويبقى السؤال أين المشروعية في هذه المؤامرة المائية؟
