للبحار أهمية كبيرة بالنسبة للدول خاصة في وقتنا الحالي حيث الطفرة الهائلة في مجال البحث العلمي ومن ثم تجلت أهمية البحار بسبب ما تحويه من عناصر معدنية هامة لا غنى عنها بالنسبة لأي دولة لدخول تلك العناصر في العديد من الصناعات المتقدمة لذا فقد جذب البحر اهتمام الدول وسعت جاهدة لإعادة صياغة قواعد القانون الدولي للبحار واستبدال القواعد العرفية القديمة التي كانت تحكم البحار بقواعد قانونية جديدة تكفل التوزيع العادل لثروات البحار والمحيطات والتي تمثل حوالي ثلثي مساحة الكرة الأرضية.
ومن ثم رأينا أن نقسم المراحل التاريخية التي مرت بها قواعد القانون الدولي للبحار حتى وصلت إلى ما تم إقراره في اتفاقية الأمم المتحدة لقانون البحار 1982م إلى ثلاث مراحل وفقًا للتقسيم التالي: المبحث الأول: قواعد قانون البحار في العصور القديمة، المبحث الثاني: قواعد قانون البحار في العصور الوسطى، المبحث الثالث: قواعد قانون البحار في العصر الحديث.
