كانت معان من أكثر المواقع الأردنية أهمية على طريق الحج الشامي، واكتسبت بموقعها أهمية إستثنائية جعلت الدول التي تتبدل على حكم بلاد الشام عبر التاريخ، تعطيها أولوية كبيرة في تثبيت أمن طريق الحج والقوافل التجارية، وكانت القلعة هي المقر الذي تمارس فيه الدول المتعاقبة سيادتها، وخاصة في موسم الحج، ونحن نرى أن معان لم تحظ بدراسات أكاديمية عميقة تستند لفتح الأرشيف العثماني بعامة وسجلات المحاكم الشرعية بشكل خاص؛ لذا، فإن ما كتب عن سيرة معان ما زال في بداياته، وما زالت معان تستحق أن تدرس دراسات موسعة وشاملة.
وقد دفعتنا هذه الملحوظة للإهتمام بالبحث عن سجلات بلدية معان المبكرة، لقناعتنا بأن السجل البلدي يحمل خصوصية الحياة اليومية، ويسجل فعاليات الناس، ويقدم الصورة الحقيقية للحياة اليومية والتي تغفلها عادة المصادر الأخرى، ورغم أن المرحلة التي يقع فيها هذا السجل تتمتع بتوافر مصادر متعددة رسمية ومحلية، وعلى رأسها الصحافة وأرشيف الدوائر الرسمية والأهلية، إلاّ أن سجلات مقررات البلدية أقدر على تقديم النبض اليومي لحياة الناس، وعلاقتهم بالدولة، وفهمهم لطبيعة الحكم المحلي، وممارسة تجربة الإنتخابات، وبناء المؤسسات في مطلع عهد الإمارة.
ومن هنا، رأينا أن ندرس ونحقق وننشر هذا السجل الذي يعد أقدم سجل تحتفظ فيه بلدية معان...
