يتطرق هذا الكتاب إلى بدايات الفكر السياسي الحديث في مدينة البصرة/العراق للفترة (1929-1941) في ضوء الوثائق الرسمية العراقية كما يشير إلى ذلك عنوان الكتاب.
يورد مؤلفا الكتاب أن البصرة كانت تشكل مركز الحركة العربية النشطة منذ بداية القرن العشرين وكان ذلك في "أبي الخصيب" والتي كانت تمثل الثقل في هذه المدينة للحركات الفكرية الشبابية، ولهذا فإن أي توجه فكري يظهر في البصرة تكون بدايته في "أبي الخصيب"، والبداية كانت مع "طالب النقيب" الذي قاد كل حركة سياسية جديدة في البصرة ورفدها بالمال والتأييد، حتى أن تأثيره وصل إلى بغداد... وباريس، وكذلك بدا تأثيره على الحركات العربية القومية الفتية التي نشأت في استانبول بعد الانقلاب العثماني سنة 1908، وتأسيسه لفرع حزب "الحرية والائتلاف" في البصرة وجمعية البصرة الإصلاحية على غرار جمعية بيروت الإصلاحية.
هذه الإضاءات يتناولها الكتاب في ثلاثة فصول، تناول الأول منه، جمعية الأحرار في البصرة 1928، وفيها يتطرق المؤلفان إلى "مبادئها وغاياتها ومراميها" من خلال نصوص وثائقية تعود إلى تلك الفترة من الزمن، أما الفصل الثاني فهو جولة حول الحزب الوطني العراقي (جماعة أبو التمن)، والذي بدأ نشاطه بتأسيس فرع للحزب في أبي الخصيب وبعد نجاحه تم تأسيس فرع آخر للحزب في البصرة، إضافة إلى لجنة للحزب في ناحية السيبة التابعة لقضاء أبي الخصيب. وقد استند المؤلفان في دراستهم له على وثائق محافظة البصرة إلى جانب ما عثرا عليه من النشاطات السياسية والاجتماعية والاقتصادية لهذه الفروع؛ بينما بحث الفصل الثالث في، نادي المهلب بن أبي صفرة، وهو من واجهات التجمع القومي في البصرة، ومن النوادي المتأثرة بجمعية الجوال ونادي المثنى في بغداد أوائل الثلاثينيات، ويمثل النادي في تلك الفترة تطوراً للفكر السياسي في البصرة، إلى جانب نشاطاته السياسية والاجتماعية.
هذا، وقد أُلحق الكتاب بملاحق هي "وثائق" تتعلق بالفصولا لثلاثة من الكتاب، لما لها من أهمية وفائدة للباحثين والدارسين عن تاريخ البصرة الحديث.
