يتمحور هذا الكتاب حول نشأة الحياة الحزبية في العراق بين الحربين العالميتين، أعد الكتاب أ.د. صالح العمر بالإستناد إلى وثائق وزارة الداخلية في العراق متتبعاً بدايات ظهور التنظيمات الحزبية في بلادة، إن كان ضمن الدولة العثمانية أو ضمن الحدود العراقية، وهي المرحلة التي سبقت تأليف الأحزاب السياسية بشكلها الرسمي بعدئذٍ في عهد الإنتداب أو في عهد الإستقلال.
وفي هذا السياق يسلط المؤلف الضوء على نشاط الجمعيات العربية التي كانت سائدة ضمن تلك المرحلة والتي اشترك العراقيون فيها مثل الجمعيات العربية التي كانت سائدة ضمن تلك المرحلة والتي اشترك العراقيون فيها مثل جمعية العربية الفتاة وجمعية العهد والجمعية اللامركزية الإدارية، ويكشف عن دور رموزها الذين كانوا يعملون من أجل القضية العربية وهدفهم المشترك (الإستقلال والوحدة)، فيدخل إلى كواليس الثورة العربية 1916 التي قادها الشريف حسين بعد مفاوضات مع بريطانيا، وخاصة أن العراقيون كانوا الثقل العربي فيها، فتقلدوا مناصب هامة بعد انتصار الثورة والتي كانت سبباً في تأليف حكومة فيصل في بلاد الشام، وهنا تبرز اسماء مثل: جعفر العسكري، ياسين الهاشمي، نوري السعيد، جودة الأيوبي وآخرون... كل ذلك يعني بحسب المؤلف أن "الأحزاب السياسية التي تأسست في تلك الفترة لم تأت من فراغ وإنما جاءت من ممارسة وتنظيم وأفكار تبلورت بعذئذ على شكل أحزاب سياسية".
يقسم الملف الحياة الحزبية في العراق إلى ثلاثة مراحل جاءت في الكتاب عبر ثلاثة فصول: تناولت الفصل الأول: الحياة الحزبية في العراق إلى ثلاثة مراحل جاءت في الكتاب عبر ثلاثة فصول: تناول الفصل الأول: الحياة الحزبية في العراق 1921- 1925 ومنها: أحزاب الموصل، حزب الإستقلال العراقي، جمعية الدفاع الوطني، والحزب الوطني العراقي (الموصل) أما الفصل الثاني فيتناول: الأحزاب البرلمانية 1925- 1935. ومنها: حزب التقدم، وحزب الشعب، ويأتي الفصل الثالث والأخير ليسلط الضوء على: الأحزاب السياسية في الفترة 1930- 1936 ومنها: حزب العهد العراقي، حزب الوحدة الوطنية، حزب الإخاء الوطني، وحزب الوحدة الوطنية الديمقراطي.
