في هذا الكتاب يسلّط أ.د. فاروق صالح العمر الضوء على (صحيفة البصير) وهي صحيفة أسبوعية عربية صدرت في باريس في نهاية القرن التاسع عشر (1881-1882) كصحيفة "سياسية أدبية تشتمل على وقائع الشرق والغرب" برز فيها إسم يوسف باخوس كرئيس تحرير.
يقول المؤلف عن عمله هذا :" كان قصدي من دراسة البصير وتوثيقها أن أوضح الآراء السياسية التي كتبتها الصحيفة حينذاك والتي تعتبر سجلاً لجانب من تاريخ العرب الحديث والأحداث التي وقعت في تلك المدة وعليه، فقد خصصت فصلاً لدراسة هذه الصحيفة.. بعد ذلك اخترت المواضيع المهمة المترابطة التي اهتمت بها الصحيفة فكانت قضية تونس من القضايا المهمة والبارزة التي أخذت المساحة الكبرى من عمر هذه الصحيفة .. وقد افردت لذلك فصلاً خاصاً .. ثم أفردت فصلاً آخر للمناظرة التي جرت بين "البصير" نفسها وجريدة "الجوائب" لأحمد فارس الشدياق والتي كانت تصدر في الآستانة ومن خلال ذلك وضحت موقف الصحيفة من الدولة العثمانية .. ثم افردت فصلاً أخيراً لحوادث مصر في تلك المدة لاهتمام الصحيفة بهذه المنطقة ولاحتلال بريطانيا لها بعد ذلك وموقف الصحيفة ورأيها في هذا الحدث ...".
وعلى هذا، يقدم الكتاب دراسة للأعداد الكاملة لصحيفة البصير ، لزمن يعود إلى أكثر من مائة عام، بكل طروحاتها ومواقفها، وأخبارها، وخاصة في تضمين المؤلف صفحاتها للآراء السياسية، بما فيها رأي رئيس التحرير في "موقفه اللاقومي في تحبيذ الإستعمار لمنطقة عربية هي / تونس /" والذي يعزوه مؤلف الكتاب إلى "ضعف الموقف القومي العربي حينئذ وطموح هذا الموقف في الإستقلال والتقدم والوحدة". ومهما يكن من أمر تبقى صحيفة البصير مصدراً مهماً في دراسة تاريخ الحقبة التي صدرت فيها، والتي مكن أن تقدم للمؤرخ والباحث والمهتم بالشأن العربي مرجعاً مهماً وغنياً بالمعلومات.
