ويستند إلى دراسات تقول بمحاربة تمويل الإرهاب قبل محاربة الإرهاب نفسه. ويتطرّق إلى القاعدة وطالبان وداعش واللعبة الدولية المتنقّلة بين تلك المنظّمات وأماكن عملياتها، والادّعاء بملاحقتها وصولاً إلى الثروات، حيث تتقاطع المصالح.
