طرقت أبواب هذا الموضوع المهم لأتحدث في هذا البحث عن الحماية الدولية للصحفيين أثناء النزاعات الدولية المسلحة التي يكون المدنيون وعلى رأسهم الصحفيون هم أول ضحاياها رغم ما يتغنى به العالم المتحضر من احترام لحقوق الإنسان رغم أنه في الواقع أول من ينتهك هذه الحقوق. وسوف أتعرض لهذه القضية من منظور الإسلام الذي كرم الإنسان لوصفه إنسانًا بغض النظر عن دينه وجنسه ولونه وعرقه وأرسى حقوقه في كل حال بالفعل لا بالقول سواء في وقت السلم أو في وقت الحرب.
وقد اتبعت في هذا الموضوع منهجًا في البحث خطواته كالتالي: أولًا: بيان موقف القانون الدولي الإنساني والقانون الدولي لحقوق الإنسان من المسألة المطروحة مع بيان أوجه الضعف في البناء القانوني للمسألة كلما وجدت, ثانيًا: بيان موقف الفقه الإسلامي من المسألة المطروحة للبحث وذلك بذكر المذاهب والاتجاهات المختلفة للفقهاء, مع بيان مستند كل مذهب مما ذهب إليه وذلك من خلال كتب كل مذهب من مظانها في مواضعها, وقد اقتصرت على مذاهب فقهاء أهل السنة.
ووصولًا إلى أهداف البحث وغاياته قسمت الخطة إلى قسمين يسبقهما فصل تمهيدي, ثم خاتمة كالتالي: الفصل التمهيدي: القانون الدولي الإنساني, القسم الأول: العمل الصحفي وقت الحرب... المشروعية والحماية, القسم الثاني: مضمون قواعد حماية الصحفيين أثناء النزاعات المسلحة.
