إن موضوع هذا الكتاب يخص الأرض والزراعة في مصر ويخص أيضاً القروض الأجنبية ودور اليهود في تمويلها ووضع شروط التمويل المحكمة التي تضمن رد أصل القرض وفوائده التي تزيد في الغالب عن القرض نفسه بمبالغ كبيرة، أما ما يخص الأرض والزراعة فهي تلك الأرض الزراعية التي بلغت مساحتها 25.729 فداناً من أجود الأرض الزراعية وهذه المساحة تمثل أطيان عائلة الخديوي إسماعيل ولم تكن تلك المساحة قطعة واحدة في مكان واحد بل كانت أرضاً موزعة ومنتشرة في عموم مصر في شكل عزب وكفور يجمعها تفاتيش لإدارتها بلغ عددها سبع وعشرون تفتيشاً.
وأصبحت تلك الأرض رهناً لقرض إقترضته الحكومة في أكتوبر من عام 1878 من الثري اليهودي العالمي روتشيلد وقيمة هذا القرض ثمانية ملايين وخمسمائة ألف جنيه انجليزي وجاء ضمن شروط هذا القرض أن ترهن أملاك الخديوي إسماعيل وبعض قصوره وأملاكه لتكون سنداً قانونياً لسداد هذا القرض.
ولا نبالغ إذا قلنا أن موضوع الكتاب "مصلحة الدومين" لا ينفصل في مضمونه عما ذكرناه عن سياسة أثرياء اليهود وأهدافهم نعم، إن موضوع الكتاب يصنف في التاريخ الإقتصادي إلا أنه أحد أهم نتائج فكر اليهود وسياستهم ونبوغهم في توظيف المال أياً كانت وسائل التوظيف تتفق أم لا تتفق مع سنن المجتمعات وشرائعهم وقواعد الأخلاق.
إن الاقتصاد هو المدخل الذهبي لليهود إلى عالم السياسة وإتخاذ القرار وبالتالي قدرتهم الفائقة على توجيه الحوادث بما يخدم مصالح اليهود وأهدافهم.
ونترك للقارئ الكريم أن يتابع صفحات الكتاب المقدم، ومادة الكتاب لا تستهوي أي قارئ فهو موضوع يحتاج لمتخصص ليقرأ ويتأكد من أثر الإقتصاد ودوره في صنع حوادث السياسة وبالتالي نتائجها. والكتاب مقسم إلى مقدمة وأربعة فصول وخاتمة: " الفصل الأول عن نشأة مصلحة الدومين، الفصل الثاني تطور أعمال وتفاتيش مصلحة الدومين، الفصل الثالث تأجير وبيع أطيان الدومين، الفصل الرابع أرض المعاشات وصغار الزراع والعمال، وخاتمة الكتاب".
