ومصلحة الأملاك الأميرية هي أحد أهم أجهزة الدولة في هذا السياق ونشأت المصلحة عام 1913 وتستمر في دورها حتى عام 1946 لنواصل الحديث عنها بعد ذلك في أحد أهم مشاريعها وهو تفتيش كفر سعد.
ومصلحة الأملاك هي المصلحة التي تعني بأملاك الدولة الأميرية من أرض بور وزراعية ومراعي وغير ذلك وتبلغ جملتها حوالي المليون ونصف المليون فدان في هذا التاريخ.
وقامت المصلحة بدور رائد وكبير في إصلاح الأرض وزراعتها وتربية الحيوان وقام على أمر المصلحة وإدارتها إدارة مصرية وأجنبية والمصرية منها كانت تنفذ فكر الإدارة الأجنبية، وكان فكرا وعملا رائدا في الإصلاح والتخطيط ومن يتابع موضوع الكتاب يقرأ الكثير من التفاصيل.
