تأتي أهمية إصدار هذا الدليل بأنه سيفيد بشكل كبير في مقارنة تركيبة العضوية في مجلس الشعب بكل من نظيرتها قبل الثورة، ونظيرتها في الانتخابات القادمة. ومما لا شك فيه فإن دراسة المشرعين لا تعد فقط جزءًا من دراسة عملية تشكيل النخبة السياسية في المجتمع، بل تتجاوز ذلك إلى دراسة طبيعة المؤسسة التشريعية ذاتها. فخلفيات المشرعين ومهنتهم وطموحاتهم وأيديولوجياتهم تؤثر على سلطة المجالس التشريعية في عملية صنع القرار.
إن درجة تطور المجتمع سياسيًا واقتصاديًا واجتماعيًا وثقافيًا تعد مؤشرات مهمة لتحديد هوية عضو البرلمان وأدائه، إذ أن هذه المؤشرات تؤثر بشكل مباشر على اختيار أعضاء البرلمان (انتخابًا- تعيينًا).
في هذا الإطار تأتي أهمية دليل المشرع البرلماني؛ للتعرف على أعضاء مجلس الشعب في فصله التشريعي الحادي عشر، ويعطي الدليل في هذا الإطار صورة كاملة عن النوع والسن والدين والمؤهلات وتاريخ وجهه الحصول عليها والوظيفة الحالية والتدرج الوظيفي وصفة العضوية والحزب المنتمي إليه والتحالف المنتمي إليه إبان الانتخابات والصفة الانتخابية، شكل النظام الانتخابي (قائمة، فردي)،.... والدائرة الانتخابية التي تساهم في التعرف على العلاقة بين العضو والطبيعة الجهوية أو المناطقية وطلباته الرقابية والتشريعية. ويتناول الدليل أيضًا الانتماء السياسي للعضو وعلاقته بالحزب أو القوى السياسية التي ينتمي إليها وعلاقته بالأحزاب والقوى السياسية الأخرى، وعما إذا كان توجهه السياسي قد تلاءم مع برنامجه الذي طرحه في الانتخابات أم كان مغايرًا لذلك.
