إن التنظير عن الرقابة البرلمانية في إطار العلوم السياسية، الذي نحن بصدده في هذه الدراسة، امر يتسم بسمات وخصائص وأبعاد متميزة عن الكتابات الفقهية في مجال القانون الدستوري. من الصحيح أن إنتاج الفقه الدستوري عن الرقابة البرلمانية ذو تاريخ مميز، إلا أنه نظر لأن تلك الدراسات في مجال العلوم السياسية في طور التكوين فهى تكتسب ميزة خاصة من هنا تأتي اهمية دراسة الباحث المتميز عمرو هاشم ربيع، لأنها تسد فراغا في بابها.
فبداية تتسم دراسته بالمزاوجة بين الجوانب النظرية والتأصيلية ثم تناول الأبعاد المختلفة لدراسة الرقابة البرلمانية في النظم السياسية من حيث اطرافها واهدافها ووسائلها وأدواتها ووقتها ونتائجها، وقد خصص الباحث الجانب التطبيقي لدراسته على التجربة المصرية للرقابة على السلطة التنفيذية تاريخيا، وذلك بالتركيز على دراسة السلطة التشريعية في مراحلها المتعددة، حتى مرحلة التعددية المقيدة 1976- 2001.
أما الجزء الأخير، فقد خصصه لدراسة الرقابة البرلمانية على السلطة التنفيذية في مصر في الفترة من (1984- 1990). وعقب ذلك استخلص نتائج مهمة في هذا المجال.
