شهدت مصر خلال أقل من عام على الثورة 25 يناير في أول تجربة انتخابية ديمقراطية حقيقة دون تدخل من الأجهزة المختلفة لتوجيه النخابين للإدلاء بأصواتهم لتيارات أو أحزاب معينة في مشهد جسد عبقرية الزمان والمكانة لدى المصريين فانتخابات تعني إمكانية مساهمة الموطنين الذين تتوفر لديهم الشروط القانونية في اختيار الحكام وفقًا إما يرونه صالحًا لهم و الانتخاب هو حق لكل فرد في المجتمع ويترتب على ذلك تطبيق مبدأ الاقتراع العام.
إذن فانتخاب هو إرادة الشعب فهو سلطة قانونية مصدرها الأساسي الدستور الذي يقوم بتنظيمها من أجل ضمان اشتراك المواطنين في اختيار الحكام بكل حرية وفقًا لما يرونه مناسبًا لتحقيق آمالهم وتطلعاتهم والانتخابات في الأنظمة الديمقراطية تعد ركنًا أساسيًا و جوهريًا لقيام النظام. فالأخير يتخذ مصدر شرعيته وقوته من الإرادة الشعبية التي يجرى التعبير عنها في الانتخابات فلا يمكن تصور نظام ديمقراطي دون وجود انتخابات تعبر الإرادة العامة للامة وتمنح النظام السياسي الشرعية القانونية لقيامه بأعماله وقد كان الوصول إلى انتخابات حرة نزيهة من الأهداف الرئيسية التي قامت عليها من أجلها ثورة يناير المجيدة باعتبارها أهم إحدى الآليات الديمقراطية التي يتم من خلالها تجسيد إرادة الشعب وخياراته على أرض الواقع سواء في اختيار نواب البرلمان أو إصدار الدستور أو المشاركة في اختيار رئيس الجمهورية وتحقيقًا لذلك سعت تعديلات قانون مباشرة الحقوق السياسية لتحقيق وضع العملية الانتخابية برمتها تحت إشراف قضائي مستقل وإبعاد القبضة الأمنية عن مراحل الإعداد والتجهيز للانتخابات وفي مقدمتها بيانات الناخبين وإدماج تكنولوجيا المعلومات في العملية الانتخابية بما يحقق قدرًا من الكفاءة والشفافية والنزاهة في إدارة بيانات الناخبين ويتناول الكتاب بالرصد والتحليل العديد من القضايا المهمة مثل السجلات الانتخابية والإعلام والانتخاب والعنف الانتخابي والإشراف على العملية الانتخابية وأخيرًا تصويت المصرين بالخارج.
