مما لا شك فيه أن جرائم العدوان على أمن الدولة الداخلي أو الخارجي من الجرائم التي تتعلق بمصير وطن وليس شخص، الأمر الذي يجعل تلك الجرائم من الأهمية التي تجعل المشرع يجعلها في صدارة قانون العقوبات وذلك في القسم الخاص منه. وهذا يرجع إلى أن العدوان يقع على أمن الوطن بحيث يقع على أمن الشخصية الدولية للدولة إذا كان خارجي. وترتب على ذلك أن المشرع قد واجه تلك الجرائم بعقوبات رادعة تتناسب مع هول الجرم وأهمية المصالح التي تقع عليها تلك الجرائم بالنسبة لكل المواطنين. وهذا الكتاب هو محاولة متواضعة لتبسيط تلك الجرائم وتبويبها موضحًا ركنها المادي والمعنوي ومعلقًا عليه ببعض الأحكام القضائية النادرة في هذا المجال، علاوة على ذلك فقد جمعت كافة النصوص التي تضع نظرية عامة في باب تمهيدي قبل التعرض لأمن الدولة الخارجي أو الداخلي.
