لم يعد مفهوم " اللاجئ " في الحالة الفلسطينية يقتصر على أولئك الذين هجروا من فلسطين التاريخية نتيجة الممارسات الصهيونية التي سبقت ورافقت نشأة دولة إسرائيل، وهو ما أصبح يعرف فلسطينياً وعالمياً على أنه النكبة، أو الذين هجروا نتيجة النكسة، وإنما يشمل المفهوم أجيال متلاحقة من الفلسطينيين من نسل "اللاجئين الأوائل" الذين لم يبق منهم على قيد الحياة سوى القليل. في الوقت ذاته، لم يعد "المخيم" هو المكان الوحيد لسكن اللاجئين في الدول المضيفة، فمنهم من ترك المخيمات داخل بلاد اللجوء الأول ومنهم من ترك بلاد اللجوء الأول كلية إلى المهجر. كما أن الكثير ممن يشار إليهم على أنهم لاجئين فلسطينيين هم حقيقة مشردين داخلياً، حيث أن تهجيرهم لم يؤدي إلى عبورهم حدود الدولة الأصلية. ويتكون هذا البحث من مقدمة وثلاثة فصول وخاتمة. وقد خصص الفصل الأول للحديث عن النكبة وما ترتب عليه، وأفرد الفصل الثاني للحديث عن وكالة غوث وتشغيل اللاجئين الفلسطينيين " الأونروا "، أما الفصل الثالث فقد خصص للحديث عن المواقف الأمريكية من قضية اللاجئين الفلسطينيين ( 1948 ـ 2013م ). وأما الخاتمة فقد ضمنتها زبدة الموضوع، والأفكار الجديدة التي وردت في هذا البحث.
