يسلط هذا التقرير الضوء على المراحل الأولى لعملية لجوء الفلسطينيين إلى العراق، ويتحدث عن أعدادهم، وعن أوضاعهم الاقتصادية والاجتماعية. كما يعرض سياسة الحكومات العراقية المتعاقبة تجاه اللاجئين الفلسطينيين قبل الاحتلال الأمريكي للعراق، ويتحدث عن التنظيمات الفلسطينية التي تواجدت في الساحة العراقية آنذاك، ويعرض أبرز المشاريع التي طرحت لتوطين اللاجئين في العراق. كما يتناول التقرير أوضاع اللاجئين بعد الاحتلال الأمريكي للعراق، وما ترتب عليه من معاناة وقتل وتهجير، ويعرض لسياسة المحتل الأمريكي ومن ثم الحكومة والأحزاب العراقية تجاه اللاجئين الفلسطينيين. كما يتحدث التقرير عن مخيمات اللجوء التي أقيمت على الحدود العراقية مع الدول العربية المجاورة، ويُلحقها بالمساعي التي بُذلت لحل معاناة اللاجئين الفلسطينيين في العراق.
