يناول هذا الكتاب بالبحث، الدور الذي لعبته الطائفية والإقليمية والعشائرية في السياسة وذلك أثناء الصراع على السلطة في سوريا في الفترة الواقعة بين الأعوام 1961-1995، ويقول المؤلف في مقدمة كتابه هذا بأنه مما لا يمكن إنكاره أن الولاءات الطائفية والإقليمية والعشائرية قد لعبت دوراً في تاريخ سوريا السياسي والاجتماعي والاقتصادية في القرن العشرين، ولكن الآراء مختلف كثيراً حول مدى أهمية الدور. ويميل العديد من الكتّاب والمؤلفين الغربيين وغير السوريين إلى تعليق أهمية كبيرة على هذا الدور، معتقدين أن هذه العوامل ما زالت ذات أهمية حتى بعد الاستقلال، لذا فقد كان هدف المؤلف من وراء عمله هذا التحقق من مدى الدور الذي تلعبه الولاءات الانصرافية والالتزامات، مثل الطائفية والإقليمية والعشائرية، في الصراع على السلطة السياسية في سوريا والأسلوب الذي اتبعته، لذا فقد كان تركيز الاهتمام بصورة رئيسية على التطورات داخل نخبة السلطة العسكرية والسلطة البيروقراطية المدنية في الفترة منذ انفصال سوريا عن الجمهورية العربية المتحدة في سبتمبر أيلول 1960.
بالإضافة إلى ذلك حاول المؤلف الإصابة على السؤال الذي يدور حول مدى أهمية المعايير الطائفية والإقليمية والعشائرية في تكوين مراكز القوى داخل القوات المسلحة السورية وداخل تنظيم حزب البعث الذي تقلد زمام السلطة في عام 1963، باحث قبل هذا في نوعية العوامل والتطورات التي شجعت على ظهور قوى للأقليات الدينية في الحياة السياسية السورية منذ عام 1963، خاصة العلويين والدروز والإسماعليين والمسيحيين الروم الأرثوذكس، ويقول المؤلف بأنه لم يسبق لأي من الأعمال المنشورة حول سوريا حتى فترة تأليفه كتابه هذا أن تناول هذا الموضوع على هذا النطاق.
